It was a satire site advocating abstinence until marriage, with tips to stay abstinent like trying anal sex, using a vibrator instead of going out with boys, once a month paying for a prostitute for your boyfriend so he doesn't pressure YOU to have sex, getting a butt-ugly haircut so girls don't throw themselves at you, etc. It had alot of testimonials, and two videos. I found them on youtube: Both the girls in the video look like they could be Hispanic, so I don't know which one had this Melanie Martinez PBS Show woman, but it's on of the other.
