It's a two fer. Literally all they did was take out the old costume, smooth it up to make it look "futurey" and make it slightly brighter. The dude's wearing a fucking American flag, it looks hokey no matter how gritty and realistic you try and make it look so you might as well not try. I also think the Tim Roth sequence at the university in the last Hulk movie was more badass and like Captain America than almost everything that was in the Captain America movie.
